Description

Updated requirements.txt to relax the versions required by the bolt development environment and allow for greater versions than the ones stated.

This completes the implementation of Issue #79 .

The initial failure was caused by Sphinx, which no longer installs the read-the-docs theme used for the documentation, so the documentation build failed. I added the theme as a requirement until I decide what to do about documentation theming.
