disabled some abaplint rules #145

the disabled rules with the issues can be checked here: https://abaplint.app/stats/abap-observability-tools/abap-metrics-provider/disabled_rules

Little by little we can then activate them again.

@JohannesKonings if I'm not wrong this branch contains the abaplint.yml which was removed with a previous pr https://github.com/abap-observability-tools/abap-metrics-provider/pull/144

@Goala it contains the abaplint.json with some more disabled rules. I assume this file is also needed for https://abaplint.app/
