Update spotbugs-maven-plugin to latest version 4.7.3.5
Add macos-cocoa-aarch64 execution environment
JavaSE-1.8 -> JavaSE-11
Target lowest supported ADT/Eclipse release 2022-12

This requires the maven build to be run with Java >= 17 and Maven >= 3.9 (it is still possible to target JavaSE-11).
