Copy test runner from IBAMR #65

This just copies the test runner from IBAMR and sets up a make flag for compiling tests. Currently doesn't do anything because we don't have tests...

Do we want to merge this branch to main or to cf_frm?

We should merge everything back to main as soon as the compex fluid solver is available in the IBAMR main branch. This being in main is fine.
