The census-data has moved to another url.

Change

https://www.census.gov/popest/data/counties/asrh/2015/files/CC-EST2015-ALLDATA.csv

http://www2.census.gov/programs-surveys/popest/datasets/2010-2015/counties/asrh/cc-est2015-alldata.csv

And NST data is:

http://www2.census.gov/programs-surveys/popest/datasets/2010-2015/national/totals/nst-est2015-alldata.csv
