A person proposes a tagging of a particular item with an already approved tag.
Upon review, the tagging moderator decides the item should be tagged, but not with the tag that was proposed, but with a different tag.
For example, someone tagged an article about a Yiddish poet with the tag "Yiddish", which is more appropriate for texts about the Yiddish language, and we would prefer to tag the article with the tag "Yiddish literature".
The tagging moderator should have a "merge/rename" button allowing them to to reject the original tagging proposal but to tag the item with a different tag.
