This small PR contains two commits from merge_involved_authorities branch.
I believe it would be better to merge them separately from other code, to reduce amount of code conflicts to be resolved:
Simple Form gem addition
Some deprecated code cleanup
Also it contains some adjustemets to configuration:
removed deprecated i18n setting in test env.
removed several empty specs generated by scaffold.
added setting to elasticsearch docker config to avoid seeing warnings during specs
