Button AddTag on Author's TOC page does not works if user did not accepted Tag Policy yet. #367

If user did not accepted Tag Policy yet, and clicks on 'Add Tag' button on Manifestation's read page, website proposes him to accept Tag Policy first.

But if such person press 'Add Tag' button on Author's TOC page, it simply shows nothing.
