What do I have to add in order to have Hebrew subtitle support?
Just add another entry to the plug in languages with proper enumeration?

In every plugin where the website supports Hebrew, yes, you just need to add 
Hebrew in the enumeration.

Some plugins (like OpenSubtitles) already supports hebrew with the iso-code 
"he". If you see missing support for Hebrew, you can reply with the plugin that 
does not support it.
