• If you don't have it yet, install Visual C++ Redistributables 2010 and 2022, for both x64 and x86, then try again
• Try the standalone C2R-R2V converter
• If still fail, rebuild tokens.dat as described here, then open any Office app to repair licenses, then run KMS_VL_ALL_AIO

The issue is that cleanospp.exe fail to remove ProPlus2019Retail licenses, and integrator.exe fail to install ProPlus2019Volume licenses i cannot tell why

could you execute this in command prompt as administrator, then try KMS_VL_ALL_AIO again? reg add HKLM\SOFTWARE\Microsoft\Office\ClickToRun\Configuration /v ProductReleaseIds /t REG_SZ /d ProPlus2019Retail /f

if this still fail to convert, then i guess the last solution is to scrub Office again, then use YAOCTRI to install Office 2019 or 2021 volume directly
