Move Azure CI to use Fedora 39

Two big issues:

• setuptools are not seen by the tox target even though the package is installed
• pylint code is not compatible with the recent astroid code.

There is most likely a miscoordination between installed astroid and pylint versions. The failures are in the use of new type aliasing support for Python 3.12: https://github.com/pylint-dev/astroid/commit/6d4f364a08289bf3185db9c534ad812efec3349d
