No new users in Global Catalog #94

Last commit(https://github.com/abbra/freeipa/commit/50c9fb97f226e8ca58ccc3ce886a46ecc6fffa41) causes ipa-gcsyncd.service not starting up.

Reverting last commit fixes it.
