feat: updated to use token minter

Depends on: https://github.com/abcxyz/infra/pull/98

Basic implementation to remove the use of Terraform to apply readability team updates and use GitHub Token Minter tokens instead of a PAT.

Things that need done in a follow up:

• Be smarter about when to update a team (filter on changed files, changed members)
• Add support for removing readability
