Draft specification Filtering Publication Collections section #18

Please develop a section of specification text that describes the purpose,  
markup, and examples of Filtering Publication Collections.

Please note that any discussion should happen on the mailing list rather
than the comments of the issue tracker.

Mailing list threads should reference the number of any open Issue in the
Subject line " (#ISSUE)".

I think this is a real use case: "I can only read DRM-free ePub", but I don't 
think we have enough consensus at 
this time to include it in 1.0, so I'm moving that we throw it under the bus 
(push to 1.1).

At this time, any OPDS Catalog client can just use their own XPath or other 
filtering techniques, so I don't see 
this as an absolute requirement.
