add odps:acquisition/view and clarify odps:acquisition #38

Right now there are three aquisition types:

odps:acquisition - complete representation of the publication that may be 
retrieved without payment

odps:acquisition/borrow - complete representation of the publication may be 
retrieved as part of a lending transaction

odps:acquisition/buy - complete representation of the publication may be 
retrieved as part of a purchase

In DAIA (see http://purl.org/NET/DAIA#2.4._Available_element) there is a 
"presentation" service type that is relevant especially for libraries. Some 
publications can only be viewed but are not lendable. This applies mostly 
for physical items but there are also uses cases for digital publications. 
Three of them:

1. PaperC (http://paperc.de/) provides free access to eBooks but you need 
to sign up and books are restricted via DRM so you cannot download them. In 
addition you can buy the same books.

2. German libraries have purchased a large amount of National licenses 
("Nationallizenzen"). In order to read a publication you must register 
personally (by snail mail!) to get a login. You do not "borrow" the 
publications because you do not have to give it back and your access does 
not expire after some weeks.

3. Last but not least many libraries have access to digital publications 
which require you to log in to view them (again no lending).

I propose to add a new acquisition type "odps:acquisition/view" with the 
following definition:

- a complete representation of the publication may be retrieved without 
payment but restrictions such as registration and/or DRM

The definition of "odps:acquisition" should be clarified to state that

- a complete representation of the publication may be retrieved without 
payment or registration (Open Access)

These definitions wouldn't work:
Some services might require a registration, yet provide the ability to freely 
download 
a book once you're registered.

I agree that there's a use case for "view" but we can't define things the way 
you just 
did.

We believe that this has been resolved by adding:

"http://opds-spec.org/acquisition/open-access": Indicates that the complete 
representation of the Resource can be retrieved without any requirement, which 
includes payment and registration.
