How does a cc license restrain distribution ?
http://creativecommons.org/licenses/by-sa/3.0/ specifically says :
You are free "to Share — to copy, distribute and transmit the work"
Or did you mean that since you are effectively barred from changing the licence
on the work you are in some way limited ?
""Share Alike — If you alter, transform, or build upon this work, you may
distribute the resulting work only under the same or similar license to this
one.""

Yes, you are free "to Share - to copy, distribute and transmit the work", but
two conditions are given (attribution and share-alike). These are important
limits on distribution. The specification is still protected by copyright and
is not in the public domain.
