Current Mutation logic should be changed to consider only the information given in the population #3

The current mutation logic looks up all the warehouses given in the
"Problem" instance. 'True' genetic algorithms are only allowed to work with
the information given in the population. No information shall be retrieved
by other datasources whatsoever.
