Cannot add more system admins to group only me

What steps will reproduce the problem?
1. Add another system admin user
2. Create group to add all system admins to receive emails on file uploads
3. Cannot add other admins to newgroup.
4. Uploading files cannot assign to other system admins

What is the expected output? What do you see instead?
No other system admins can be added to a new group I create called - Admin Group

What version of the product are you using? On what operating system?
Latest r412

Groups are only for clients not for system users.

If you want Admins to get notified when client upload file then you have to 
add their email address in the Options / E-mail notifications
Send copies
When a client uploads files (select the checkbox)
and add emails address under
(Define here who will receive copies of this emails. These are sent as BCC so 
neither recipient will see the other addresses.)
