Pigments: Toggle #301

I would be great to have a 'Pigments: Toggle' command please to enable/disable viewing of Pigments. p.s. I know there is a minimap pigments toggle, but would love to have this in Pigments itself too...

Quick sidenote: You can always enable/disable the package in the Atom Settings menu.
