Move ExplicitNullsOps to DottyPredefModuleRef
Cache Flow Facts in the attachment of three
Remove redundent .apply
Remove extra braces
Generalize if (ctx.explicitNulls) OrType(X, NullType) else X
Move special cases to NonNullTermRef's methods
