Description

Change the option to add GitHub templates. PR templates should be added either way. In other words, it should part of minimal.

Motivation

Reasons to move to minimal:

The PR template is a non-intrusive. It comes with pre-filled information in the pull request, which you mostly want to use either way.
It comes with a checklist that, if followed, will help keep the project sustainable.

The issue template should not be changed.
