Connect GPS Pin 9 to 3.3V for Active Antenna #56

At the moment the board is set up for a passive antenna, however we are using the ANT-555 active antenna.

yeah, i remember this being discussed, there is a jumper selection footprint in the project so i will add that in when i get a spare moment.
