Add feature to this repo -> auto issue assigning

features must be like that issue can't be assigned a person more than thrice .
In short person can work only at most 3 issue at a time.
Before getting auto assign that should ask are you working under GSSoC22 yes or no option should come.
Then that issue must be get assigned to that person. It should also follow that First come First Serve Service also.
Complete this issue asap .
