Update the Readme.md file under the Open Source Program Hactoberfest SVG is not visible.

Either I can update with new year of the Hacktoberfest.
or Else I can include both Old Session of the Hacktoberfest and New Session of the Hacktober fest SVG.

@abhijeet007rocks8 look into these and where I should look up to these scenario.
