Provide a `.spec` file for building an RPM package.

Target CentOS and Fedora primarily.

Could `multipkg` help us here? https://github.com/ytoolshed/multipkg

Maybe with one tool we can have both a .deb and a .rpm package...

Three of the 4 packages are already in Fedora 16:

ARClib: nordugrid-arc-python-2.0.0-2.fc16
Paramiko: python-paramiko-1.7.7.1-1.fc16
Lockfile: python-lockfile-0.9.1-1.fc16

I'm not sure about PyCLI but a similar python module, python-cli 
(https://bitbucket.org/geertj/python-cli/wiki/Home) is in Fedora.

Could be interesting to use SUSE's "Open Build Service":

http://openbuildservice.org/about/

It can also create Debian/Ubuntu packages.
