Shall we move to gc3libs model ?

1) What part of the model would need changes:
gc3utils should be restructured (currently everything is flattered within a 
single package gc3utls) 

2) What is the reason why the changes is proposed:
gc3libs would be a better placeholder for library components
gc3utils would be the placeholder for utility components (like grosetta ro the 
command line tools)

3) What is the proposal:
gc3libs will contains:
gcli, LRMS and subclasses, Application, Authorzation, utils, Exceptions, 
InformationContainer and subclasses, Scheduler

gc3utils will contain:
gcommands, gcmd, grosetta, gmtkn24

4) If possible, provide links to community code where different approaches
are used:
