`install.sh` should check the Python version #416

The `install.sh` script should check the version of the Python interpreter 
being used, and stop if it's too old.

Actual use case: see Issue 414 where trying to install GC3Pie 2.1 on a Python 
2.4 leads to a cryptic SyntaxError from the Boto libraries.
