engine should clean-up remote folder of tasks failed during initial file transfer #427

if a task submission fails, engine should make sure the remote folder is 
properly clean-up whatever has been created on a remote end, before trying to 
resubmit to another resource.

Shouldn't this be done in *every* backend? SVN r3851 only fixes `shellcmd`
