Jobs stay infinitely in NEW state

What steps will reproduce the problem?
1. start a new simulation with the gsmd_projection script

What is the expected output? What do you see instead?

I would expect that a submission is performed on the newly started VM, but 
it does actually never happen. The job status is staying in NEW state forever. 
When I perform CTRL+C and restart the session the first job goes through 
but the second remains in NEW state even if a new VM has been allocated for it. 
Again a CRTL+C + restart makes the job go through.

Please provide any additional information below.

The gsmd_projection scripts creates a tar archive for each folder found in the 
input_source location dir specified when calling the script and creates a new 
task (job) for each of those archives. 

The issue appeared after a recent update of the development version of gc3pie 
on the calvin cluster. An update on my local resource also broke the expected 
behaviour of gsmd_projection so the issue is not calvin related. I would say it 
is related to some recent change of the software.
