SSH connection should detect failures due to erroneous private key ? #434

openstack.py:609: INFO: Ignoring error while updating resource [SANITIZED]. 
Trying other IPs. Error: Failed while connecting to remote host '[SANITIZED]': 
Private key file is encrypted

This is a 'non progressing' state.
Should the backend recognize this as a blocking issue ? ( like when the VM is 
in error state ) ?

How this would eventually harmonize with the attempt to log through the other 
interface (which would fail as well) ?
