`security_group_rules` should have a sane default #448

There is currently no default for `security_group_rules` but we have
no reports of *anyone* using a different setting than what we provide
in the example config.

So I suggest that:

1) `security_group_name` defaults to `gc3pie`
2) `security_group_rules` defaults to `tcp:22:22:0.0.0.0/0`

The configuration guide and example file should be updated
accordingly; users should *not* need to customize this, in general.
