Add notebook for predicting house price with ANN

Hi @Gunnika I have reviewed your work, although there is another notebook that does housing price prediction here which follows a non-DL approach, I think your notebook might be useful for beginners. I suggest you make the following changes before merging,

• [ ] Add your notebook inside ANN/Basics folder
• [ ] Remove pip install tensorflow command in one of your cells and instead list down the requirements with installation commands in a markdown cell at the start of the notebook.
