Deployment: should turn AW debug off implicitly if not launched with Ant dev scripts #7

In 5.0b7 apps need to override Application.isDebuggingEnabled() to return false 
to ensure that AWs 
runtime development / debugging aids (e.g. Component Inspector) are disabled 
during deployment.

This mode should be disabled by default when deploying any AW .war outside the 
AW Ant debug 
launch script.
