Exported notes having garbage header which is non-English

What steps will reproduce the problem?
1.create some notes with header in simplified Chinese 
2.File - Export - export to either one single file or multiple notes

What is the expected output? What do you see instead?
the header in exported note should be correctly encoded, which is not the case

What version are you using? On what operating system?
v1.7.8.1
