Enable syndication of the scheduler extender container image to the air-gapped registry.

Describe the solution you'd like in detail

If I understand the process correctly, we need to do the following in the MCR PR:

  1. Create and link an ADO work item for adding the scheduler extender image (Example: Task 7649542: AKS upstream images replicate to MCR USNat cloud sign-off from DRI - Boards (visualstudio.com))
  2. Share the image scan report for the azdiskscheduler extender (conveniently done for us: https://dataexplorer.azure.com/clusters/kasikusto.westus/databases/ImgScanReport?query=H4sIAAAAAAAAA02OQU/DMAyF7/wKa5e1qGiTOIOExCUHOKzbGbmJ6aI1TmUnsFX78aSbVHF779nPn03Ant4poR/04Qq/RxKCXWbj4PUFsI/V89bVsIxakh9vaS9EnxgIPEO1fpuy0GHUJITB8Ldgkdmmkq7rpWpm1K1kIxcgK6yi6uaUOxKmRPpk1W9wcl5Pao/k8lB650TsSFbljuYQUPxEgNJ/BTxXrUXe+0ANPNbQXe4M4xrYxeHGuivDmpBtcR9O57gdsbjlowba3KkVPyYfee7/9/PGH6cyhF0oAQAA)
