Extract prosjekt-find-file into an extension #37

This should not be in the core, but it's a valuable addition to the project in general. Once we devise the "extension" system (probably just a new directory), let's move that function out.

@jfmcbrayer I put the prosjekt-find-project-file code into ext/find-project-file.el. You might want to look it over, add copyright or other documentation, and make sure I didn't break anything.
