Upgrading octokit gem to ~4.6 to support AbleCop #5

When we're using AbleCop + Planter together we're running into problems. Upgrading the gem so we're supported for both version. Actually, we should probably change this to >= 4.3.0 thoughts? That way we're not locked in by the minor patches.

:+1: Looks good to me! The Oktokit upgrade should not affect where it's being used in the gem.
