See title. A more thorough explanation:

Dyes work all the time if you have wings in the social slot, regardless of visibility flag.
Dyes work all the time if you have the visibility flag turned on. However, this makes your wings visible all the time.
Dyes DO NOT work if you DON'T have social wings AND the visibility flag is off.
