Generate documentation #2

Once #1 is done.

  1. Generate HTML documentation. DocC is the modern way to do this, I think.
  2. Upload to https://sdk.ably.com, same as we do for JS (https://sdk.ably.com/builds/ably/ably-chat-js/main/typedoc/)
