Remove network state monitoring

Since network state monitoring is enabled by default, it throws exceptions for platforms like unity and MAUI ( #1205, #1110 )
I strongly feel this will also create problems on xamarin Android and xamarin iOS.
According to this issue https://github.com/ably/ably-dotnet/pull/392, marto83 proposed we implement the spec RTN23 and get rid of network state monitoring.
This will also fix connection leak issues mentioned here https://github.com/ably/ably-dotnet/issues/1186 and will help get rid of other workarounds.
Some prior work has been done to help with this here https://github.com/ably/ably-dotnet/pull/510
