Changes to CONTRIBUTING #411

This is a part of #113. I've updated the structure of CONTRIBUTING to match the template. I've removed a few things I considered obsolete, and moved a large part related to push notification from the CONTRIBUTING file to PushNotifications.md. I've also updated the samples and information to match current state of the repository
