Assess the scope of work to support Web Push in the JS SDK, create a draft of an architectural design. (Include improvements that needed to be made on the backend). Create corresponded tickets.

Scope of work and design proposal has to be documented.

Please bear in mind that ably-js at one point did support push notifications, so I strongly suggest we resurrect that branch as a starting point.
