RTN20a `CONNECTING` check is missing #1318

As pointed out by @sacOO7, we're missing RTN20a's CONNECTING check here: https://github.com/ably/ably-js/blob/48c9ffa8bf668a0f88cb67e86822e4658d92bc35/src/common/lib/transport/connectionmanager.ts#L380
