Amendment to address where to close issues #25

Amendment to include a line that we should close issues in Github not Jira

Checks are stalled with "Waiting for status to be reported", which I am sure is related to issues GitHub were having last week, and not the contents of this pull request. The GitHub UI doesn't give me any opportunity to re-run the checks for this pull request and I don't want to add the noise of triggering them in some other way such as adding another commit.

Therefore, I'm going to merge this pull request now.
