Add a fragment identifier to each row in the rendered features matrix table.
We should stick to ASCII letters, ASCII digits, dashes and underscores only for the [id values](), conforming fully qualified feature node paths so that:
spaces become dashes ('-')
colons (':') become underscores ('_')
characters that are not ASCII letters or ASCII digits get removed
There should be a way for a viewer of the page to obtain an absolute link to any row in the table they wish to link visitors to (with the exception of the header row).
