Next to 'About', at the top of the side column on the right hand side of the home page for every repository, is a settings control which takes you to the 'Edit repository details' dialog.
At the bottom of that dialog is a section entitled 'Include in the home page' with three checkboxes:

Packages
Environments
By default, for a new repository, these are all checked 'on'. This means that we end up with three headings which have no content below them - they're superfluous and add cognitive load to those looking at the home page.
It should be possible to engineer a check that tells us if one of these sections is enabled, yet empty.
