Automating adding spec item issues to all repos

We should add a CLI command in the docs repo to add an issue to all Ably SDK repos in one go when we add new spec items.

For example, see https://github.com/ably/docs/pull/622/files, which adds RSA4b1. Once merged, I had to manually add the following:

• https://github.com/ably/ably-java/issues/462
• https://github.com/ably/ably-cocoa/issues/834

• https://github.com/ably/ably-js/issues/581
• https://github.com/ably/ably-ruby/issues/178

@tomczoink as part of our review of the "process" for adding, updating the client lib SDK spec, it would be good to automate this area too.
