Add Function for Swapping Lines. #317

Hi! This PR adds a new interactive function for swapping lines in the user's currently active region, from issue #310. I've sent off for the copyright assignment, though the number of lines added comes to ~exactly 15~ 16.

Merged, thanks! I've only changed the name to avy-transpose-lines-in-region, since we rely on transpose-lines and the region to be active.
