Added CWE Top 2023 csv file to external view

I need more up to date information about 2023 CSVs.

Ran all tests locally

@Sly1029 I think we should replace this function cwe_top_25_2022 with cwe_top_25_2023

• [x] Double check that the XML database is up to date, and check that all csv file is up to date
