Add java class scan command as a plugin, please refer to existing plugins under compiledcode.

python-javatools has the LGPL 3.0 license, we should be careful to use it. Instead, this is a choice: http://web.archive.org/web/20130911180335if_/http://www.jsnp.net/code/javaclass-latest.tar.gz

The license is bsd-new.
